Facilities Security Officer (FULLSCOPE POLYGRAPH REQUIRED)


The Facility Security Officer (FSO) provides leadership and direction for Opnet’s Federal’s security program and is ultimately responsible for daily security activities with multiple government agencies. This position assists in the development and implementation of all security procedures. The FSO reports to the Associate Vice President, Intel Programs, Consulting, works directly with Senior Staff and Office Administrators, and provides guidance to Opnet’s operations and wholly-owned subsidiary, Opnet Analysis.

Responsibilities include, but not limited to:

  • Processing new employee security clearances
  • Tracking security clearance investigations and perform administrative support functions to include Joint Personnel Adjudication System (JPAS) and eQIP administration
  • Processing necessary badges for government facilities
  • Processing incoming/outgoing visit requests and certifications
  • Prepare, issue and maintain DD254s
  • Review of required forms, processing and screening of security forms (SF86, SF85) of various background investigations, and associated paperwork for accuracy
  • Processing SCI/SAP clearance applications.
  • Performing additional duties and responsibilities as needed.

Essential Job Functions:
  • Oversee and implement policy for information systems, physical, facility, and personnel security programs
  • Implement security policy and direction consistent with the Company and Government regulations
  • Interact with government agencies on classified matters
  • Coordinate with government agencies to obtain rulings, interpretations, and for compliance with regulations
  • Provide answers/analyses to address questions and concerns from management
  • Manage Operations Security (OPSEC)
  • Educate staff on security procedures

As we provide services for US government customers in the national security arena, the FSO must currently hold and maintain TOP SECRET/SCI/Fullscope or Lifestyle Polygraph security clearance.

Qualifications
Here’s what you should bring to the table:

  • Bachelor degree is preferred consideration will be given to those with comparable work experience
  • Must have a minimum of 4 years of experience in Department of Defense security management
  • Must have experience as a Facility Security Officer (FSO), including completion of all FSO related courses and certifications.
  • Must possess and maintain a US Government Security Clearance at TS/SCI/Fullscope/lifestyle polygraph level.
  • CSSO Certified is preferred
  • Technical knowledge of the National Industrial Security Program (NISPOM) Operating Manual and DCIDs
  • Knowledge in Foreign Ownership, Control and Influence (FOCI) policy which requires a Special Security Agreement
  • Familiarity with secure system architectures and system security scanning and testing
  • Understanding of the government security community and information assurance processes
  • Familiarity with JPAS, EQIP, certification and accreditation, visit request and clearance certification, physical facility security requirements and procedures
  • Ability to manage multiple simultaneous projects, organize and prioritize numerous tasks
  • Must be able to keep information confidential, work under pressure and adhere to deadlines
  • Ability to create, maintain and leverage working relationships with internal and external customers, peers and senior management
  • Good problem solving abilities, strong work ethic, and attention to detail
  • Must display motivation to identify and solve problems related to projects and exercise sound judgment
  • Strong oral and written communication skills are important as the individual will produce functional documents and presentations relating to security issues
